ROGERSVILLE — A Hawkins County mother was charged with child neglect early Saturday morning after the Hawkins County Sheriff’s Office allegedly found a child living in "unsanitary conditions" and sleeping on a couch with seven dogs.
Shortly before 4 a.m. Saturday HCSO Deputy Michael Lipe was dispatched to 121 Austin Mill Road near Rogersville on a complaint of a domestic disturbance.
"As I entered the residence I observed a 12-year-old female asleep on the couch with seven dogs on her," Lipe stated in his report. "I observed a large quantity of trash and animal feces throughout the residence.
The child’s mother, Crystal Gail Rosenbaum, 35, of that address, allegedly told Lipe she hadn’t cleaned the residence because her daughter refused to help her.
Lipe said he observed "large quantities of garbage in every room of the residence."
Lipe added, "I observed animals in the residence urinating on the couch where the child was sleeping. Due to the unsanitary conditions and large quantities of trash throughout the residence I placed Crystal Rosenbaum into custody for child neglect."
The Department of Children’s Services was contacted to take custody of the daughter.
Rosenbaum was released from the Hawkins County Jail Saturday afternoon and was scheduled to be arraigned Monday in Sessions Court.
