A Kingsport man has been arrested after he was allegedly found passed out naked in his apartment while his children, ages 2 and 4, were wandering outside the residence unattended.
A police report states an officer dispatched to the home had to shake the man "several times" to get him awake. Caleb M. Broyles, 23, of 212 Lewis Lane, apartment 23, faces two counts of child neglect in the incident.
According to Kingsport police records, a neighbor observed Broyles' young children outside and alone at approximately 5:30 Thursday evening. The concerned neighbor allegedly yelled into Broyles' residence several times but got no answer, prompting a call to police.
An officer's report says that upon arrival the apartment door was standing open, with police then announcing their presence and entering. Broyles was allegedly located asleep on a bed and had to be shaken numerous times before he stirred.
Police say Broyles was confused upon waking, with it taking him "several minutes" to get dressed before police.
"He kept missing the shorts leg while trying to get his pants in it," reads the report.
Broyles was arrested at the scene and transported to the city jail. The mother of the children was contacted at her place of employment and responded to take custody.
