JOHNSON CITY — A city man wanted for first-degree murder in Louisiana was arrested by the Johnson City Police Department on Friday afternoon, police said in a news release.
Richard J. Shelby, 217 Highland Ave., was arrested on a fugitive from justice warrant after officers observed a failure to yield violation by a vehicle and stopped it. During the investigation, police said one of the occupants didn’t have any identification on him.
Through further investigation, the man was discovered to be Shelby, who had two warrants out of the Lafourche, La., Parish Sheriff’s Office for first-degree murder and distribution of crack cocaine.
