The blotter is derived from recent central dispatch records and incident reports of area police agencies.

Sullivan County Sheriff's office

Jan. 18

At approximately 7:40 p.m. a Chinquapin Grove Road resident reported a naked female outside their home. Police responded to speak with the female, who claimed to have been on the way to a party in Johnson City with a friend. The friend's vehicle allegedly broke down, with the pair separating and walking different directions to find assistance. The female told police that a "young couple" stopped to pick her up. She said a female in the vehicle told her to take off her clothes and she complied — at which time the couple "put her out" on the side of the road. An officer transported the female to her home, where her mother was "advised of what had occurred."

A caller from Kingsley Avenue advised someone is "spraying the road with a water hose" to create icy conditions.

On Allen Drive police heard someone yelling for help, locating behind an apartment complex two people inside a car. The female occupant was crying while the male, allegedly armed with a baseball bat and hunting knife, ran from the vehicle and locked himself in an apartment. The woman told police her boyfriend had injected bath salts and was "flipping out" — forcing her to stay in the vehicle because he believed people were "after him." When talked out of the apartment the man allegedly attempted to hit and kick police, prompting a burst of pepper spray to the face. He was then subdued and transported to the city jail.

Jan. 18

At approximately 6:30 p.m. a bicyclist — with no type of lights on his bicycle — crossed Memorial Boulevard directly in front of a police cruiser. The officer reports sounding an air horn to alert the cyclist, soliciting "(expletive) you" from the rider. The officer turned around to speak with the man at a gas station and detected "an immediate strong odor of alcohol." The suspect allegedly admitted to drinking "a couple" beers, prompting his arrest for public intoxication, failure to exercise due care and improper equipment on his bicycle.

Wise County Sheriff's Department

Jan. 18

A woman in Wise called police after attempting to pick up her car from a wrecker service, which had towed her vehicle in the previous day's snowstorm. She claimed they were trying to charge her $300 for its release — a price gouging attempt that merited police response.

Hawkins County Sheriff's Office

Jan. 16

A 14-year-old boy allegedly entered the home of a female first cousin, 13, uninvited and refused to leave. The girl told police that he hit her in the shoulder and eye, with officers observing injuries and taking the boy into custody. A police report notes that, according to the female victim, the juvenile cousins have been "dating on and off for four years."

Jan. 17

A deputy responded to a disturbance at the intersection of Lone Oak and Carters Valley Road. A man located at the scene claimed he was in the car with his estranged wife when she threatened to take him somewhere and "have him taken care of." He said he then jumped from the vehicle with her car keys, due to being in fear of his life. The woman's version of events differed, saying he "threw the car into park" after she denied his sexual advances, then ran from the car with her keys. Police saw no signs of injury, could not determine a primary aggressor and declined to take any action.
